The transport is carried out using vehicles from the <a href=\"https:\/\/www.protezionecivile.gov.it\/it\/approfondimento\/il-trasporto-medico-urgente-emergenza-0\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>National Civil Protection Service<\/strong><\/a> or donated private flights, with medical personnel provided by regional health services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The MedEvac operation for these patients involves <strong>two dedicated medical teams<\/strong> with distinct responsibilities:<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>Transfer medical team<\/strong>: ensures assistance to patients and accompanying persons during the journey, and coordinates handover to the receiving hospitals, as designated by CROSS (Remote Centre for Health Emergency Operations).<\/li>\n\n\n\n<li><strong>Medical assessment team (Scouting team)<\/strong>: operates on-site to identify patients, assess their condition, determine priority and feasibility of transfer, and provide pre-boarding care.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">This service is complemented by the <strong>DisEvac (Disability Evacuation)<\/strong> module, designed to support the protected evacuation of <strong>vulnerable individuals <\/strong>or those with <strong>special needs<\/strong>. According to the <a href=\"https:\/\/italy.representation.ec.europa.eu\/notizie-ed-eventi\/notizie\/oltre-3-000-pazienti-ucraini-trasferiti-negli-ospedali-europei-dallinizio-della-guerra-2024-01-15_it\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>European Commission<\/strong><\/a>, more than <strong>3,000 Ukrainian patients<\/strong> have been transferred to European hospitals since the war began. Activated in March 2022, the <a href=\"https:\/\/civil-protection-humanitarian-aid.ec.europa.eu\/what\/civil-protection\/eu-civil-protection-mechanism_en\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>EU Civil Protection Mechanism<\/strong><\/a>, has enabled medical evacuations to 22 countries, including France, Germany, Italy, Spain, Austria, Sweden, and Hungary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is the largest medical evacuation operation ever coordinated by the <a href=\"https:\/\/civil-protection-humanitarian-aid.ec.europa.eu\/what\/civil-protection\/emergency-response-coordination-centre-ercc_en\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>ERCC<\/strong><\/a><strong> (Emergency Response Coordination Centre)<\/strong> of the European Commission, which manages disaster relief efforts, deploying rescue equipment, expertise, civil protection teams, and specialized tools.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A key element of this mission is the <strong>EU MedEvac Hub in Rzesz\u00f3w, Poland<\/strong>, which serves as a transit center for patients evacuated from Ukraine before their onward transfer to hospitals across Europe. In such scenarios, evacuation requests must be carefully assessed to avoid delays in care.
